New York Times: "Here’s What Will Truly Change Higher Education: Online Degrees That Are Seen as Official"

This OP/ED from the New York Times argues that MOOCs failed to shake up higher education--IE college enrollment--because they were not certified in any way. What will shake things up is when institutions, educational and otherwise, offer "badges" that indicate an individual has a certain skill-set. What do you think?
